    No entity that can not legally vote in the United States may donate to political causes.

    Citizens United was decided on Constitutional grounds. You can't undo that with a statute. You'll need a Constitutional amendment.

    If the quoted language becomes law, the following could not spend money on elections:

    --the Democratic party
    --the Republican party
    --the Sierra Club
    --etc.

    So ya gotta figure out EXACTLY what you want and don't want, and why.

    Personally, as much as I dislike the practical results of Citizens United, I actually think it's probably correctly decided. The First Amendment is pretty doggone important. I am deeply suspicious of limits on speech.
