    Slightly less short answer: Not according to the Treaty of Tripoli, which under the Supremacy Clause is pretty damn binding.

    Even less short answer: Of course not, nor is there any way it could be, nor is it desirable that it should be. Republics are good things (at least ours was until we let it be murdered ten years ago), and a genuine theocracy wouldn't be bad (assuming you can find a deity to actually speak unequivocally and publically to run the country), but I will not abide hierocracy, rule by clergy.
