    I'm a recipient of Social Security. If the Administration refuses to use coin seigniorage, and my payments are interrupted, then I've been materially damaged by the Administration's failure to do its duty. So, why wouldn't I have standing in seeking a Court injunction to compel the Administration to spend all Congressional Appropriations by using seigniorage?
