    Look at the quote:

    Afterward, pressed by reporters to elaborate, Panetta said: “I wasn’t saying, you know, the invasion — or going into the issues or the justification of that. It was more the fact that we really had to deal with al-Qaeda here, they developed a presence here and that tied in.”

    1. He's not talking about the invasion or its justification.  That is, he's not talking about the al Qaeda presence as the reason for the invasion.

    2. The developed a presence.

    So, their presence wasn't the reason for the invasion, and it developed.

    I think he's right.

      I want to agree with you on this one because it is true that the al-Qaida threat did develop in Iraq after the invasion.  I just this he could have circumvented a discursive explanation in the first place had he simply say, "The decision to go to war in Iraq was a horrific disaster and all it created was a new venue for al-Qaida, which we continue to deal with."

        These are the very same arguments made by Shrub and Dick to justify our continued presence in Iraq, thereby removing their crimes by declaring war (without Congressional approval since we had already started operations before he sought approval), so Panetta has just made their after-the-crime justification for continueing murder legitimate.  No wonder Shrub's approval rating is getting better.
