    is only possible when Congress is in recess -- without pro forma sessions -- even if only one house is empowered to act.

    Of course, what Obama can do is call them back into active session if they won't recess.  He still has cards to play here.

    In my avatar, the blue bars show how many want Reps who COMPROMISE; the aqua bars show who wants Reps who STAND FAST no matter what. (Left=Overall; Center=Democrats; Right=Republicans.) And there's the problem!
