  •  I'm trying to figure out how this system works (3+ / 0-)

    right now -- apparently without requiring proof of Illinois residency.

    Plus, I don't yet know the reasoning behind the Fed's disapproval of the upgrades Illinois wanted to implement.  There must have been a reason, and if it turns out to be stupid I certainly have no problem calling it that.

    But there seems to be something missing here - so I'll wait until I see what the Feds have to say (or if they have already issued a statement please post a link 'cause I can't find anything).

    Consumers: the real job creators.

      how can means testing not be part of the process?
      And what state program does not require proof of residency in that state?
      I think you're right, there's got to be something missing and I'm waiting for the Fed to clarify too.
