    ...when he suggested that the art of rhetoric isn't persuasion, but identification.

    That is, the art of rhetoric isn't so much trying to convince your audience that "this is the way you should act" or "this is the way you should think," as much as it is trying to convince them that "this is who you are."

    It makes sense to me that asking them to be a voter—to define their identity as a citizen—would have more impact on behavior than simply asking them to vote.
