    Corporate traffic operates under Part 91 rules, whereas commercial airlines operate under Part 121.  There is a key operational difference here.

    Part 121 traffic must fly under IFR (instrument) flight rules, which requires flight plans and ATC clearances.

    Part 91 traffic may fly under VFR (visual) flight rules, which can be conducted without flight plans or ATC clearances.  So long as the weather is good and airspace restrictions are not violated, private jets can fly (albeit not very high).
