    ...and some are not eligible (as, for instance, is the case with a firiend who is HIV+).

      HIV status is not an intrinsic barrier to the surgery -- perhaps there are insurance issues or policies at particular medical practices, but there are definitely HIV+ people who have had surgery after their HIV diagnosis.

      I hope if your friend really wants the surgery that he or she will explore the reasons for being told they are not eligible and consider pushing that door in a bit.
