  •  Current appointments create difficulties for Bush (none)
    John Hawke's term as the Comptroller of the Currency is over and Bush needs to replace him. However the Board of the FDIC must include three members of one party and two of the other by law. Three of those members have to be the Comptroller, the head of the FDIC and the head of the OTS.  Hawke was a Democrat, so in order to meet the law, Bush either has to appoint a Democrat to the OCC or get one of his current Republicans to resign to be replaced with a Democrat. Apparently there is some scrambling going on.
