    I remember the Lockheed thing.  And it is very true that in many parts of the world it is considered normal and essential to provide bribes to get anything done.  And, so yes, "everyone does it".
    But in this case, contrary to what the WSJ says about applicability, it is not just the "usual greasing" that we are talking about, but actions that in and of themselves (bribing police to obtain private and protected information) are clearly illegal, even in the country where they occurred.  This goes more to the heart of FCPA than common practices.

    If humans fought wars like cats, the troops would stop every 30 seconds to lick themselves. This would make for very interesting news footage.
