    A "top down" approach de-professionalizes teaching.  It assumes that the teachers do not or will not consider what is best for kids first and must be told what to do.  Any system that works from this paradigm will not bring the results we all want.

      corruption and lack of ownership by the real stakeholders of the learning process, students, parents and teachers.

      From all the research I did on Barr in particular, I was really impressed by his philosophy and what he has accomplished.  I'd strongly suggest you read the New Yorker article I link to in the piece.
