    Now, if this is true, what do these people that have been laid off do?  Are they all necessary?

      ...that can be put off for a short while, but not forever.

      Repaving runways. Building new terminals. Making management decisions. Reviewing & compiling data on which future decisions will be made. Inspecting safety equipment. Evaluating employees. Etc.

      Like, you can go on vacation from your job for a few days, or maybe a couple weeks. But if you were never coming back, they'd have to replace you.
