In a word no, see the reasoning below:

Certainly another non-violent solution can be found, if the United States enlists the cooperation of others both regionally and internationally. However, if the United States decides to act unilaterally, then a war strike is almost certain. And the consequences are far from certain. I can see a conflagration in Syria spreading to Russia, Israel, Iran and even China. All to no good effect for anyone.

Has it been proven that the Syrian government performed those attacks?
No, no legal proof has been presented. This could all be a setup by rebel forces in order to get the United States to do their dirty work for them.

Does the chemical weapon attack on civilians in Syria require a similar attack from the United States upon the Syrian government?
No, but the chemical attack does require a response, but one that would protect lives and not take more lives. I believe that smart people can find a better way to deter further chemical attacks (by whosoever committed them) than more killing or bombing.

Does the United States have the legal and moral authority to attack Syrian government interests?
Absolutely not. It is well documented that within the last thirty years, the United States has turned a blind eye to other chemical warfare attacks. The United States has been granted no authority by any international body to attack Syria. The United States has not even decided within its own leadership if an attack is justified or legal, and even if it did, that justification has not been sanctioned by the United Nations or anyone else.
