Here are the averages for the five districts which have been called.

Dist. 2  85/90 reporting, average votes per precinct - 495
Dist. 10 114/114 reporting, avg. votes per precinct -  564
Dist. 14 126/126 reporting, avg. votes per precinct -  404
Dist. 18 108/108 reporting, avg. votes per precinct -  510
Dist. 32 107/119 reporting, avg. votes per precinct -  377

In Dist. 8
Milwaukee 39/51 reporting, avg. votes per precinct - 735
Waukesha 10/11 reporting, avg. votes per precinct - 1226

Precincts should not all be equal.  I would expect them to be larger in number with higher population density.  So, Milwaukee's number makes sense.  But that Waukesha number looks way off.
