A Colonel Pappas, who held a command post at Abu Grahib, has been trasferred to a different job that doesn't involve command, received a bad recommendation in his file, and has to pay the U.S. Government $8,000.

He authorized torture methods.  He did nothing to stop the abuse.  He was responsible for the actions of his underlings.  Well, not that responsible.  Just $8,000 worth.

His boss got a demotion to Colonel, but he won't have to bear even that inconvenience.

So much for accountability.  The punishment is simply far too lenient for the crime.
