Arkansas Oil Spill Damage Assessment:Currently, no national help for clean up, as national groups have left it to the state.
Two state agencies are in charge of surveying and counteracting the ecological damage. They are dealing with major oil spills with little experience.

Heavy bitumen crude is diluted. They use chemicals and light hydrocarbons to make it thin enough to go through pipelines. In water, and the added chemicals and hydrocarbons evaporate. Result is that bitumen sinks to the bottom and accumulates in the sediment.
