J. Cofer Black, the State Department counterterrorism coordinator, had cited the earlier figures in saying that terrorism had been brought to its lowest levels in decades, calling that a "remarkable achievement."
Some Democratic critics have suggested that the original report represented a manipulation meant to buttress a central claim of President Bush that "we are rolling back the terrorist threat to civilization," as he said in a speech Sept. 8.
I fully expect Bush to announce in his next speech something along the lines of, or akin to: "As you all know in the media, previously members of my administration including myself have cited numbers saying terrorism has never been as low. Well, we made a mistake, and the numbers have actually never been as high. The truth is, from the numbers, we are doing a terrible job to stench terrorism."
Everybody sees that happening, right?
