This is kind of old news cinsidering the speed of the Kosian world, but I checked the diaries and didn't see any thing...
Iowa Atty General Tom Miller has decided that provisional ballots cast outside of the voters precinct should be counted as long as they are within the right county, but they will only count for federal races, not local. Practically, this makes sense because the ballots in different precincts have different Iowa state house races, and if you live in one district you should not be able to vote for a state rep. who won't represent you. So, that's too bad, but it bodes well for Kerry's chances here, which I already think are pretty good. Naturally, the Republicans are super pissed.
