In response to a soldier's question about why soldier's were forced to go through landfills looking for materials to "up-armor" their vehicles (which drew quite a bit of applause), Rumsfeld replied (in part):
"You go to war with the Army you have, not the Army you might want or wish to have."
Telling the troops they aren't the army he wants, would seem to be quite a morale buster. It would also seem to be untrue, since it was his leadership at the pentagon that shaped the army into what it is today.
