Democratic standard-bearer John Kerry targets national security policy in an 11-day emphasis swing, enunciating his general framework in a speech at Seattle's McCaw Hall later this morning.
For the incurably impatient, Kerry's website already offers an extended past-tense description of the event. ("I have spoken today about the architecture of a new national security policy ..")
