Quite the damning report. Of course, this isn't anything new. The CIA predicted this outcome prior to the war. The Bush Administration just chose not to listen.
This is yet another piece of evidence that undercuts the Administration claim that everything is hunky-dory in Iraq. It's really nothing different, though, than the accounts from soldiers and civilians, which I always trusted more than anything said by a government official/senior administration official/high-ranking official/whatever.
So, in my opinion, what we have here is the Bush Administration throwing up a smokescreen, not unlike Saddam did around Baghdad, prior to the bombing runs at the start of the war. The intent, if you ask me, is to keep the public's attention turned away just long enough to transfer power to an ill-trained militia and a fractious Iraqi governing body, withdraw most, if not all, of our troops, and then declare "victory".
Yeesh...what a mess.
