New redistricting plan needs cosponsors

Today Representative Glenn Anderson of Westland announced the introduction
of legislation to reform the way that Michigan draws legislative and
congressional districts. The proposed constitutional amendment would create
and independent redistricting commission to draw lines, establish standards
for the composition of districts and ban the commission from using voting
history data, election results or incumbent addresses at any point in the
process.
I can not stress the importance of this bill. The Republicans have been able to create a majority in Congress through manipulation of the district boundaries in many states.
Consider the example of Florida:
Since 2000, the partisan divide in the state (on average) has been 50.5% Republican versus 48% Democrat.
Florida has 25 members of Congress, so based on these results alone, we should expect a Congressional divide in seats of:
13 - Republican
12 - Democrat
What we actually have is:
18 - Republican
7 - Democrat
This means the Republicans are over infalting their statewide support to generate an extra 5 seats. For the state level to match this the Republicans would have to win Florida with 72% of the vote!!!!
Now consider Michigan:
Since 2000, the partisan divide in the state (on average) has been 47.2% Republican versus 51.5% Democrat.
Michigan has 15 members of Congress, so based on these results alone, we should expect a Congressional divide in seats of:
7 - Republican
8 - Democrat
What we actually have is:
9 - Republican
6 - Democrat
This means the Republicans are over infalting their statewide support to generate an extra 2 seats. For the state level to match this the Republicans would have to win Michigan with 60% of the vote!!!!
Just these two state alone result in an extra 7 House seats the Republicans hold that they should not.
This must stop. I am in now way suggesting that we create safe seats for incumbents either. We need to inject moderates back into the system and that means creating competitive House seats.
