As you may have figured out, the mathmatics of the California Special Elections Code are very complicated. Even the information I posted last night at the The Political Dogfight left a lot to be desired.
Today I called the Secretary of State's Office and spoke to the Elections Analyst. Here's the exact data. And this contradicts a lot of the conventional wisdom being thrown around.
A. On a very sub-rosa basis, Cox did resign his office on Monday August 1, 2005, effective Tuesday August 2nd, creating a vacancy. This received little media coverage on purpose. More Bush games.
B. This started a 14 day clock during which time The Governor may issue a Proclamation of the date of Special Election's General voting date.
C. Due to the mathmatics involved covered last night at The Political Dogfight, The Election Analyst can give me the following assurances: (more on the flip)
The Primary will be held either on
a. October 4th or
b.October 18th. (October 11th is a holiday.)
The Special Elections General voting day will be one of three days;
1. November 29, 2005
2. December 06, 2005
3. December 13, 2005
All of these fall in our favor and the later it is scheduled the better. We'll see what date the Governor picks based on when he picks it. Remember, he has 14 days from Monday August 1 to make his choice and that choice must be from 112 to 119 days from the date of that choice.
There...now everyone has accurate information. The Political Dogfight and Stuart O'Neill will try to keep the stream of information up to date as we receive it.
