Financial Times, "A joint investigation by the Financial Times and Il Sole 24 Ore, the Italian business daily, shows that the single largest and boldest smuggling operation in the oil-for-food programme was conducted with the knowledge of the US government."
Paul Volcker, head of the UN's independent investigation of the Food-for-Oil Program, confirmed that Washington allowed violations of the oil sanctions by Jordan.
The argument was that Jordan needed to stockpile oil reserves to prepare for the Iraq War. So, the US decision to go to war with Iraq created the "legitimation" of the smuggling, which the US is now using to undermine the legitimacy of Kofi Annan and the UN. The US looks the other way to cover Jordan's back, despite the fact that the lions share of the oil did not even go to Jordan.
The FT article states: "Out of this operation, traders estimate, Iraqis pocketed about $50m, all off the UN books, while subsequent sale of the oil netted $150m in profits."
