Dr. Rice, from her opening remarks:
The world should really apply . . . the town square test.
If a person cannot walk into the middle of the town square and express his or her views without fear of arrest, imprisonment and physical harm, then that person is living in a fear society. And we cannot rest until every person living in a fear society has finally won their freedom.
Naturally, the very regime she to which she pledges allegiance fails the test absolutely:
A woman wearing a T-shirt with the words "President Bush You Killed My Son" and a picture of a soldier killed in Iraq was detained Thursday after she interrupted a campaign speech by first lady Laura Bush.
Local police escorted Niederer out of the event, handcuffed her and placed her in the back of a police van.

And, of course the Republican Convention netted about 1,800 people who were illegally detained under harsh conditions for days:
Hundreds of thousands of people came to New York to participate in lawful demonstrations during the Republican National Convention between August 26 and September 2. Despite the overwhelmingly peaceful nature of the gatherings, the Police Department arrested more than 1,800 people. . . .
Following these and other arrests, people were taken to Pier 57, where they were searched and held in overcrowded and filthy conditions for long periods of time. The NYPD made no meaningful efforts to facilitate their processing and many people were not released until a court ordered the city to do so.

Extra credit is awarded for the allusion to John Kerry's use of "global test."
"No president, through all of American history, has ever ceded -- and nor would I -- the right to preempt in any way necessary, to protect the United States of America," the Democrat told moderator Jim Lehrer during the debate.
"But if and when you do it, Jim, you've got to do it in a way that passes the, the test, that passes the global test where your countrymen, your people, understand fully why you're doing what you're doing, and you can prove to the world that you did it for legitimate reasons."

Which, taken out of context by the Bush campaign and their media, became the basis for days of diversion:
"When he laid out the Kerry Doctrine, he said that America has to pass a 'global test' before we can use American troops to defend ourselves. Think about this: Senator Kerry's approach to foreign policy would give foreign governments veto power over our national security decisions," Mr. Bush said. . . .
Mr. Bush gave an example of who Mr. Kerry thinks must approve of a U.S. pre-emptive strike: "I will never submit America's national security to an international test. The use of troops to defend America must never be subject to a veto by countries like France."

Dr. Rice, the face that will represent the United States to the rest of the world, failed her own test before the first question was asked.
