Link is here, via MSNBC. As always with Israeli Peace news, the rule is "believe it when I see it." But this is still promising. If Rice had a big part in this, as stated by the article, kudos, but I think this is more happens when Abbas replaces Arafat. This is an indication that he is consolidating power behind the scenes. Still, this is some of the best news I've heard in awhile, hopefully.
It seems that the terms include a cease-fire by Fatah by the Palestinians in exchange for a $40 mil check and Israeli considering more prisoner releases.

Rice also said the United States’ partners in a coalition to promote Middle East peace — Russia, the United Nations and the European Union — would meet sometime this month for the first talks since the death of Palestinian leader Yasser Arafat gave new life to peace hopes.
In a visit to the West Bank on Monday, Rice also said the United States will provide more than $40 million in aid to the Palestinians during the next three months.
Rice, at a news conference in Ramallah with Abbas, called the aid package a “quick action program” that would have an “immediate positive impact.”
Hopefully, it will have more impact than the Iraqi monies. It should, although the PLO has alot of corrupt and ineffectual officers. That is as large a detriment to the Palestinians' quality of life as anything else.
