Update: This is the big caveat from Mike DeWine, which I also heard Lindsey Graham say:
Some of you who are looking at the language may wonder what some of the clauses mean. The understanding is – and we don’t think this will happen – but if an individual senator believes in the future that a filibuster is taking place under something that’s not extraordinary circumstances, we of course reserve the right to do what we could have done tomorrow which is to cast a yes vote for the constitutional option.
The Democratic line is that these Republicans, who are under excrutiating pressure and may face Dobson-backed primary challengers as a result, are saying this for domestic consumption. That the reality of the agreement doesn't give the Republicans this much leeway to toss it aside. But still, it's the most worrisome part of this agreement.
Remember, Republicans have a 10-seat majority in the Senate. Given the alternative -- a Dobson controlled Supreme Court nominee -- this is a huge victory.
