This report was on the ABC Evening New tonight and is also frontpaged on their website.  I happened to watch this report tonight and it made my blood boil.  How could this be reported without gagging.

They have blantantly followed Rove's talking points. Below is the same story as frontpaged on their site. This is what millions of people see every night. Not everyone is reading dkos.    

Who's to Blame for Delayed Response to Katrina? ABC News Report


New Orleans' own comprehensive emergency plan raises the specter of "having large numbers of people ... stranded" and promises "the city ... will utilize all available resources to quickly and safely evacuate threatened areas."  

"Special arrangements will be made to evacuate persons unable to transport themselves," the plan states.

When Hurricane Katrina hit, however, that plan was not followed completely.


Let's see no mention of what the National response should have been. Georgia10's diary National Response Plan: THE BUCK STOPS HERE. clearly lays this reponsibity at FEMA's doorstep. Why wasn't FEMA there to help the state and city should have been this Reporters(Transcribers) question.


Instead of sending city buses to evacuate those who could not make it out on their own, people in New Orleans were told to go to the Superdome and the Convention Center, where no one provided sufficient sustenance or security.

Again where were the Feds/FEMA - they had already declared a national emergency. Nothing mentioned about this here. A mass evactuation and hey each city is on its own.  Feel safe now!

Williams dealt with emergency response issues as a state representative in Washington when his district was forced to deal with the eruption of Mount St. Helens in 1980.

"If the plan were implemented, lives would have been saved," Williams said.


Don't know who Williams is. But was he saying that it was the Mayor's fault for not handling a national emergency without national help to perfection.  No mention of FEMA and Bush being AWOL


There's no question the federal government plays a major role in disaster relief. But federal officials say in order to get involved, they must first be asked to do so by state officials.

Here they go once again.  They couldn't have perhaps called the state officials if this is what was stopping them, though a real person would have rolled up their sleeves and asked how they could help but they were looking for excuses not to help.

Why didn't the Reporter call Bush on this. I can't believe that this is even an excuse not to help.


As one FEMA official told ABC News, Louisiana Gov. Kathleen Blanco failed to submit a request for help in a timely manner.

Hey is anyone home in Washington. Last time I checked this storm was not a one state disaster, but a national disaster requiring a coordinated response between states and local government, which is FEMA's mandate.

Are emergency workers going to be required to hand out forms for people drowning to sign before they attempt to save them. This is pure B.S. and I can't even believe this is a Rove talking point.

Again no looking to see if the facts reported are credible.


Shortly before Katrina hit, she sent President Bush a request, asking for shelter and provisions, but didn't specifically ask for help with evacuations. One aide to the governor told ABC News today Blanco thought city officials were taking care of the evacuation.

Here they go again.

"If the city and the state are stumbling or in over their head, then it's FEMA's responsibility to show some leadership," said Jerry Hauer, director of public health preparedness at the Department of Health and Human Services.

finally a weak mention of FEMA's, but fails to mention the many facts showing that this is in fact the law.


Both the president and Congress have vowed to investigate questions of blame. It may already be safe to conclude that there will be plenty of it to go around.

Yea spread it all around, help to weaken the stench of dead bodies that the President and his Administration are clearly responsible for.

The kind of stuff is passed off as journalism once again. I thought maybe that the reporters would be hit by the massive incompetance of the administration they have been so eagerly propping up. But no it is back to Corporate Business once again for ABC News.

Lastly, there are those here that are better at debunking this story and I will update with them

Since this will continue though, it would be a good idea for a website to nightly debunk the crap individual shows are spewing. I know mediamatters does this, but not nightly.  Maybe there is a site that already does this, please let us know here.

       They knew this was spin. It had been reported in the New York Times, among other outlets, that the White House was coming out with a spin offensive, an attempt to rewrite the facts.

       ABC News knew better. But ABC News chose to report the spin. Unquestioningly.

       ABC is now partly responsible for the deaths of tens of thousands of Americans.

       ABC's news executives are not journalists. They are murderers.

    I mentioned too that I would no longer watch their news, or buy anything from their corporate sponsors, and I would pass the word along to everyone I knew to do the same.

      In the last year or so the quality of ABC News was fading fast, even with Jennings still on board. Disney obviously made a corporate decision to join in the Bush fantasy world.

      CBS and NBC, on the other hand, have been solid straight through this. CBS is still a purely a media company, with a devotion to the old ideal of news; NBC as part of GE is in a corporation that absolutely worships real leadership and decisiveness. Disney, by contrast, specializes in entertainment for children, and adults who want to be children, and in profiting by getting copyright laws extended rather than by doing fresh creative work.

      Fuck Disney. Avoid all their products. They rot America.

    There should definitely have been a more comprehensive evacuation plan.   They had signs that said Hurricane Evacuation Route.  They could have thought about who would be using them and when.   They could have had bus shelters where people gathered and then were steadily sent out of the city until a given time.  Those same locations would then be used to send people to the shelter of last resort.   The shelter should be stocked for up 2-4 weeks of comfortable living.  They can move hundreds of thousands of kids around daily, a reasonable evacuation plan for the poor should have been in place instead of the President Bush YOYO evacuation plan....You're on your own.

    The city and part of the state government, primarily the legislature, in my humble opinion, are culpable and should be held accountable in my humble opinion..

    All of that being said....it is even more outrageous that FEMA and DHS did not recognize that people would be guaranteed to be left behind in an unihabitable cesspool of toxic waste and begin to mobilize immediately.   As soon as the two phrases, catastrophic category 5 hurricane and 100,000 US CItizens trapped are uttered in the same sentence, FEMA/DHS or whoever can handle a mass evacuation should begin moving into a staging areas from all directions.  

    Just think...they had 48 hours of warning that a mass evacuation would be required and did almost nothing to assist.  They waited for an engraved invitation that appears to actually have been sitting in their in box.  Imagine if they would have had no warning.   The mind shudders.

    This talking point simply makes FEMA/DHS/POTUS look even more inept and incompetent.  

    It should come back to haunt them, but the I have no faith in the "opposition" party at this point.    The city and the state at least tried something.  The federal government was absolutely negligent. Period.

    I will leave it to the people of LA to worry about their local officials.  However the negligence of the Federal governement affects all of us and we should demand answers and accountability all of the way up the food chain.

      The limited evacuation plan of the city can also be somewhat attributed to the Adminstration slashing of the FEMA budget and funds dedicated to helping New Orleans prepare for a strong hurricane.  I believe this continues to limit the city and states culpability, while not completely absolving them.

    Red voters are waiting at the end of the red news pipe.  Rove gives them what they want. Blacks living in their own filth,  dem Women leaders in over their heads, Rev Bush leading us in prayer from faith-based shelters.

    What's the blue counter image?  Sputtering outrage, finger pointing, a ghoulish longing for higher body counts.

    Red voters believe in the law of the jungle, Rove mainlines their fix of superiority.

    Blue voters believe in civilization. Show us all  working in harmony, state/local/fed, private/public.  Gore chartered a plane, Oprah did her bit. Obama was in Houston?  What has James DeWitt added? Forget finger-pointing. Voters more impressed with results. Get started before Cheney takes over.    

    By the way, did Miss gov Hailey Barbour get ignorred too? Did he use the right forms?  Did he have to kiss Bush's ring before feds would help?

    I wouldn't be surprised if he got a little help from the V. R. W. C. at some point along the way. His reporting is typical of the Republican News Channel's style of subtly covering both sides to an issue so it appears to be balanced even though the progressive side (or candidate or person or group) is either dismissed or portrayed negatively.

    Ask ABC News why they allowed such blatant lies and distortions to be aired. Here are at least two slip-ups:

    Bush will skate. Why?

    1. His hard-core support (about 30%) will NEVER abandon him. Period. He could rape a child on national television and it wouldn't make a dent in those 30%'ers.

    2. The rest of the public (excluding OUR 30%)  have very, very short memories and attention spans. I'm sorry to say it, but most people are idiots. And they believe what they see on TV because either they DON'T believe "TV lies to them", or they are completely disconnected to the greater world, i.e., indifference, laziness, too busy trying to make a buck to care, etc.

    Nothing is going to change. BTW, Hear anything about Rove/Plame? DS Memo? Ohio "voter-gate"? Any of the other myriad scandals the press has chosen to ignore?

    We must begin by taking BACK "the media." Nothing will change until that happens. Period.

    to put more blame on the local government than on the feds. With greater power comes greater responsibility - a ten-year old can figure that out! Having said that, do we have any reason do whitewash if not idolize the local government? For example: could Mayor Nagin have done anything to get the people who were stuck at the Superdome and the convention center out of the city? If so, did he try? Was he prevented by FEMA from getting people out (I would not at all be suprised if that turns out to be the case!) I think these are legitimate questions, and we should ask them. But that shouldn't deter us for a minute from seeking accountability in DC!

    This godawful movie was on HBO last night in our hotel room.  My husband had it on, while I was reading.  I remember glancing up during one particular disaster to agents in FEMA jackets helping the survivors of the disaster.  It was very amazing to watch the gov't in that movie ignore warnings, only to kick it in high gear when it was obvious the shit was hitting the fan.  I said to my husband, "Why can't that FEMA be in the south right now."  At that time, I changed channels to CNN or Fox and the reporter was giving yet another report on how FEMA fell asleep at the wheel.  Give me movie FEMA any day.

    i know you're pretty busy... i know that you know i wonder if you 'even exist,' blah blah blah, extend argument outward. i think you're on the level with my questioning, because i always feel 'a presence like you,' strangely, while i'm doing such self-questioning as i happen to experience now.

    i also know you're busy with 'heaven's nursery,' where presumably all unwanted/unallowed pregnancies end up... must be an up-to-the-minute business, nursing all the beautiful spirits that need to be re-alloted a shot at this plane of existence (as futile as it must seem at times)...

    purportably, you send these beautiful little creatures down our way, to do your work, as long as they have parents with remnants of your original beauty intact. this doesn't always happen... i imagine many white, hardly-rich americans (fools, -self-made- fools, oftentimes) right now have somewhere back in their faulty memories pictures of small, faulty children, throwing -other- children out the windows of subdivisions resultant of faulty welfare subdivisions (obviously without adult supervision - someone could not afford 'babysitting' supervision of said subjects...)

    there are some, higher up, reportedly female, that suggest that a portion of the population you wisely allow creation that are not worthy of help from others who have been worthy of being earthly borne into a portion of worldly wealth. they consider any toss-off from the high dinnertable to be a 'godly' gift from on high... a 'fantastic opportunity' to leverage oneself upwards in an unequal society that -you never gave birth or fortuity to.- (if you gave fortuity to america, then you gave proof to your own existance, which is forbidden.)

    if there is proof of your existence, then it is between the lines, by chance of this story... innocent children, knowing what's right, leading other children. no wonder i feel, just as i felt reading this story the first time last night, that i put a point one for my 'personal scorecard' for your existence... they know what's right, intrisically. just as the young doe scampers through the meadow out back early in the morning... the simple joy of existing; the inward knowledge that, faced with mortal danger, take all of younger ones with you when you can.

    i know i don't say this often, but god, you're beautiful... you pull all of us back to where we need to be eventually, peaceful and quiet, gathering all crying, lost souls together, to press onwards into the strange, scary future. the future that will eventually eat us all up... but we know where the current watermark is at, and if we keep climbing for it, we will achieve it... whether or nor -you- will have to provide that end-goal for us.

    see, other 'children' of yours will cry, 'why didn't the mother keep them close,' 'why didn't they leave,' 'why aren't they well-off to do any of the above...' etc, etc. you know who these children are... you know they are lost. just like the bumper sticker... 'all those who wander are not lost.' you know who your children are.

    and, with just a tiny bit of vengefulness on your behalf, i wonder how well those people sleep tonight. i know you don't -officially- approve of such measures... but i feel, i -feel,- you know where i'm coming from tonight.
