It's like he's reading a grocery list.
The speech he's giving is little more than a briefing that a spokesperson for FEMA should be giving every morning.
Reassurance? Confidence Building? None of that.
This speech is a big fat zero.
He's smirking. He comes off as clueless.
The end is full of the same platitudes you usually see, but nothing more.
Chris Matthews will probably say it's Bush's best speech ever.

The funny thing is, I hear him talk about all the money we're going to spend, but he didn't bother to say how we're going to pay for it.
We all know he's not going to pay for it, but I wonder if the average American is wondering the same thing?
