On May 26th, 2006 a Republican federal judge in Ohio, Thomas Rose, declared in the AODA vs Attorney General Gonzales IMBRA Case that "the Supreme Court has never held that there is a fundamental liberty interest in an American meeting a foreigner for an intimate relationship." That, of course, translates to "Americans have no Constitutional right of association with foreigners" if you think about it.

The complete IMBRA (International Marriage Broker Regulation Act) law can be found at http://www.imbra.org. The law is under restraining order from a Georgia judge so it is not in effect yet.
On page 12 of the IMBRA Law, two-thirds of the way down is the operative clause that caused two lawsuits: women who use dating services of all kinds now have to approve of specific men before contact is made to them, but women who don't have email cannot be sent any forms to approve in a reasonable amount of time...thus the law would force Match.com style technology on all international for-profit dating sites operating inside the USA and eliminate 300,000 profiles of women who do not have email addresses.
The destructive "Nuernberg Race Law" effect of IMBRA is twofold:
1) More than 300,000 foreign women's profiles will disappear from the Internet dating scene if IMBRA is upheld because these women do not have webmail access which is the only realistic way that foreign women can approve of the IMBRA background check forms that each man would be forced to send before he is allowed to say hello or send a photo or his age or profession. IMBRA is only possible to implement where women have access to anonymous webmail technology such as at Match.com and visit an Internet connected computer very often. In effect, radical American feminists (who via Security Moms now control the Republican Party) are allowed to pass laws that codify Match.com's web technology into worldwide law: they are saying that no woman in the world should be allowed to offer her personal snail-mail address and phone number to men via a trusted website or dating agency and expect to hear from American men without her first visiting the web via a computer and approving a form that gives no photo and could easily contain a bunch of lies (men are supposed to say that they have no criminal background on the honor system).
Basically, IMBRA is technological tyranny. Use Match.com style anonymous webmail dating technology...or you are an illegal operator.
You can guess what side Match.com is on as well as the Republican-owned True.com.
2) The provision of IMBRA that calls the Department of Homeland Security away from investigating foreign terrorists and into detailed background checks of ALL MEN WHO WANT TO BRING A FOREIGN WOMAN INTO THE USA (regardless of how they met their girlfriend or wife)...is, of course, not really about protecting foreign women, but about delaying the visa process for and discouraging women from countries where women "like American men too much" so they won't mess up the American marriage market (this is the social globalization effect).
Most petitioners for visas have detailed records of a close relationship, which means "fears" of sexual trafficking could be cleared up by visa officials in minutes instead of a full year of "background checking."
Much of the point of the new visa delays and longer "background checks" of American men...is to make the American men less desirable for foreign women to marry because of the year-long waits for visas and all the other hassle involved. It is to totally discourage American men from thinking about dating overseas. But this law also has another point: Republican Security Moms can then take the next step in getting laws passed enforcing background checks on all American males who want to date an American woman inside the USA.
Americans have a warning: If you don't help the fellow Americans who date overseas now, we won't help you when the Republicans come after your rights to meet, date and marry in private inside the USA.
This whole sorry power-grab by Security Moms (and their newfound feminist sisters) can be more effective than the Nurnberg Race Laws because the Nuernberg Race Laws sparked a world war and 12 million deaths which resulted in their being overturned...while this law can do its evil and last for decades simply if American males resign themselves to their new metrosexual role of "not having a Constitutional right to associate with foreigners".
The good news is that the law is ostensibly under restraining order in Georgia (EC case). The bad news is that some hotshot dating site owners spoiled a good thing by launching another lawsuit in Ohio where this particular Republican judge is making mincemeat out of them (or making a fool of himself for the 6th District Court of Appeals).
All the Republican US Senators voted for IMBRA so the simple formula is to convince military and veteran voters to punish those incumbents.
We'd just need 100,000 soldiers and veterans turning their backs on Republican Senators in each red state.
