[UPDATE #5] Levee repairs faked for Bush photo-op?

Well, according to a statement released by Senator Mary Landrieu, yes. Yes it was.

Touring this critical site yesterday with the President, I saw what I believed to be a real and significant effort to get a handle on a major cause of this catastrophe. Flying over this critical spot again this morning, less than 24 hours later, it became apparent that yesterday we witnessed a hastily prepared stage set for a Presidential photo opportunity; and the desperately needed resources we saw were this morning reduced to a single, lonely piece of equipment.

While this may be just another outrage in a very long line of outrages, I think this deserves a little attention. Sen. Landrieu is pissed... and she's talking.

What does she want?

"Mr. President,  I'm imploring you once again to get a cabinet-level official stood up as soon as possible to get this entire operation moving forward regionwide with all the resources - military and otherwise - necessary to relieve the unmitigated suffering and economic damage that is unfolding."

A US Senator begging the administration for help while the President stalls relief and repairs for a photo-op. Pretty pictures, indeed.

Clearing work only for Bush?

In the parts of the disaster area where the US president visited, auxiliary troops [National Guard] cleared up properly beforehand - but only there. ZDF correspondent Claudia Rueggeberg quoted desperate inhabitants asking, "Why is Bush bringing loud bodyguards and his assistants here in his cars, instead of provisions?"

Along the President's route, troops had cleared debris before Bush arrived and would have hidden corpses. Then Bush left, "and with it", said Rueggeberg, "so did the troops". In Biloxi, the situation remains unchanged - everything is still lacking.

Update [2005-9-3 23:8:50 by themis]: Commenter vanguardia tracked down a different German report from the German Tagesschau, with video linked here. Rough synopsis, as per vanguardia's translation;

Bottom line: When the convoy of the President arrived, hectic activity broke out for the first time, bulldozers appeared and cleared areas that didn't need clearing because nobody was still living there, and when the President disappeared, so did the bulldozers and workers.

Christine Adelhardt, the reporter, said, that the fake scenario shocked her as much as the destruction she had seen.

Update [2005-9-4 1:1:13 by themis]: No solid proof yet, but Knight Ridder reporters Chris Adams and Carol Rosenberg report, via the Mercury News (registration may be required, but a GoogleNews search may bring it up);

If there is no more rain, the breaches in New Orleans' all-important levees could be closed by Sunday, said engineer Don Basham, chief of the engineering division, from headquarters in Washington.

This is interesting. If the 17th Street levee (the one mentioned in Landrieu's press release) is scheduled to be fixed Sunday, then why was no one working on it Saturday? I'd think that if they finished it, it would be big news.

Also a heads-up from several commenters - Sen. Landrieu is scheduled to appear on This Week with George Stephanopolous, and on 60 Minutes. We may hear much more about this. However, with Judge Rehnquist's passing, that may change.

                No wonder they didn't hang around to check whether those food stations were real in New Orleans.

      Remember that stupid conversation with those women looking for clothes in Biloxi where Bush tells them where the Salvation Army Center.

      The reason he knew they were there was SA presence was the truck was literally a back drop for a photo op.  There were like 5 people there handing out food with the truck right behind them.  Bush handed out a few sandwiches to about 5 and chatted of the only 20 hand picked people in line for the cameras.

      As he was leaving he thanks the workers and asks one lady smuggly that was chatting with him earlier serving food "Do you have everything you need now?"  , as if expecting her to say yes, thank you Mr. President.

      She answers "We could use more food".  He shruggs turns around and leaves.  

      What a freaking phoney.

"Aint it a shame what the water has done to this poor crackers land?". R. Newman.

        The one thing that did strike me was his repeated emphasis on faith based initiatives and private charitable agencies at the same time assuring the Feds will pitch-in into the effort of course.
        While our Army is away, he figures the Salvation Army is the new FEMA.

          They are greasing the wheels to give them FEMA relief dollars while ordinary citizens actually do the work and support the American refugees. That's the best I can come up with.

And to listen to politicians thanking each other and complimenting each other, you know, I got to tell you, there are a lot of people here who are very upset, and very angry, and very frustrated.
          And when they hear politicians slap -- you know, thanking one another, it just, you know, it kind of cuts them the wrong way right now, because literally there was a body on the streets of this town yesterday being eaten by rats because this woman had been laying in the street for 48 hours. And there's not enough facilities to take her up.
          Do you get the anger that is out here?

          LANDRIEU: Anderson, I have the anger inside of me. Most of the homes in my family have been destroyed. Our homes have been destroyed. I understand what you're saying, and I know all of those details. And the president of the United States knows those details.

          COOPER: Well, who are you angry at?

          LANDRIEU: I'm not angry at anyone. I'm just expressing that it is so important for everyone in this nation to pull together, for all military assets and all assets to be brought to bare in this situation.

          And I have every confidence that this country is as great and as strong as we can be do to that. And that effort is under way.

          COOPER: Well, I mean, there are a lot of people here who are kind of ashamed of what is happening in this country right now, what is -- ashamed of what is happening in your state, certainly.
          And that's not to blame the people who are there. It's a desperate situation. But I guess, you know, who can -- I mean, no one seems to be taking responsibility.

          I mean, I know you say there's a time and a place for, kind of, you know, looking back, but this seems to be the time and the place.           I know what the people are suffering. The governor knows. The president knows. The military officials know. And they're trying to do the very best they can to stabilize the situation.

          Senator Vitter, our congressional delegation, all of us understand what is happening. We are doing our very, very best to get the situation under control.

          But I want to thank the president. He will be here tomorrow, we think. And the military is sending assets as we speak.

          So, please, I understand. You might say I'm a politician, but I grew up in New Orleans. My father was the mayor of that city. I've represented that city my whole life, and it's just not New Orleans. It's St. Bernard, and St. Tammany, and Plaquemines Parish that have been completely underwater.

          Our levee system has failed. We need a lot of help. And the Congress has been wonderful to help us, and we need more help.

          Nobody's perfect, Anderson. Everybody has to stand up here. And I know you understand. So thank you so much for everything you're doing.

      At first I was appalled that ANYone would think that the admin was doing a "great job," but then these are FAUX-news viewers, for the most part, answering the poll.

      What I found more interesting on the results page was an email to Greta from a viewer:

      Just as I've been sitting here at my house, watching a bit of FoxNews coverage of the disaster, wondering to myself why is Bill O'Reilly saying something that makes sense to me now instead of just pissing me off?...how is it possible that such and such reporter's anger matches my own?  Several other examples.

      I just find it odd that now that we're hearing a tiny bit of TRUTH from these loonies at Fox, their "base" is starting to question their tone, their patriotism...L well, no shit, Sherlock.  Perhaps, since they're all about ratings and controversy, it would be a breath of fresh-air to see all of Fox "go postal" over this situation, in essence starting to voice OUR concerns, frustrations, and demands to the point that it becomes the Anti-Bush channel instead of the embarrassment that it has become.

    On CNN they interviewed someone from COE about the levees. He said they had finished much of the repairs on this part of the levee. But that they weren't going to close it up because they could use the breach to get water out of the city. They're also opening a few holes elsewhere in the levee to help get water out.

    Now, as someone on CNN said, "gosh, I though water flowed downhill." That is, how will water get out through the hole in the levee when NO is below the level of the lake? Perhaps some of the other holes in the levee make sense (that is, they're at higher elevations?) But I don't know how keeping this hole open makes sense.

    Anyway, FWIW, COE is giving an explanation for why there is now little equipment at the breach. Not sure it's a good explanation, but it's an explanation.

But opening holes elsewhere would make sense if it floods the areas where the new holes are punched, so the lake level is lowered in the area of the big hole that is now "partially repaired." It sounds the Senator hasn't been fully briefed on what the repair plan is.

        I think it was Soledad who interviewed him, some woman at any rate. And she said, "well, it's still hurricaine season, how can you leave this open." To which the COE guy responded, "if there are signs NO will get hit again, we can close it up in time."

        I had mixed feelings about the interview. At times, engineers can be disarmingly soothing. To an engineer, everything has a kind of logic. So listening to this interview, I was like, "Oh, okay, whatever makes sense."

        But as soon as I tried to understand how they were going to drain water uphill, I got worried again.

          The lake has been high from the rain the hurricaine dumped upstream, so the higher-than-normal lake drained through the levee through the gap. But as the lake returns to its normal height, water can flow out of the city into the lake -- down to the normal height of the lake. Then you close the gap and start pumping the city.

          I'm not vouching that the senator isn't right in seeing this as a photo-op setup. But the lake has normal outlets. The city doesn't. So the lake will return to normal on its own, and take water out of the city as it does so -- as long as part of that gap is open.
