A new study by the National Taxpayers Union reveals that President Bush's Program Assessment Rating Tool (PART) gave FEMA an 80 percent rating for planning and a 100 percent for management.
The study demonstrates that despite the obvious shortcomings and all-too-public blunders by the administration, they can still cook the books. Of course we shouldn't be surprised. Brownie was doin' a heck of a job, and they rated FEMA as adequate. High grades to FEMA, and low grades to Medicare. How many more days until January 20, 2009?
