In 1994, the republicans had a Contract with America, where they outlined the changes they would make if they got into power. It got them control of congress. As it turned out, none of the contract points got implemented, mostly because the Senate didn't have this contract.
Today, Al Franken, on Air America, disclosed his Contract on Republicans. So many republican shills say the democrats don't have any ideas, well that obviously is not true. There are 10 major Contract points, all well worth reading. Al Franken especially likes the 10th.
