As Democrats and Republicans remain at an impasse over immigration proposals, business lobbies and trade groups have turned to their grass-roots partners to put hometown pressure on lawmakers during the two-week Congressional recess.
When lawmakers return, the following scenario is likely.
The Democrats will agree to the so-called compromise. Illegal immigrants who are here for less than two years will suffer greatly. Those who are here longer will have undue burdens placed upon them.The whole immigration system will be strained.
The Republicans will pull a bait and switch. In conference committee, many of the repressive House measures will be incorporated into the bill.
Bush will take credit for the legislation. The media will state that he is not "a lame duck" but still has legislative clout. The White House will shape its message and say that the bill helps all immigrants.
The Democrats will have given the Republicans an election year present.
If, by chance, the Democrats stick with Harry Reid's approach and no bill is passed, the Republicans will blame them. So what? The Democrats should insist that they are doing what is best and fair for the American economy and American values.It's all in the message.
If the Democrats hold firm, they will gain the respect and votes of the Hispanic and immigrant communities for many years to come.
