According to the USA Today article, the Federal Communications Commission holds jurisdiction in enforcing the Communications Act.
The financial penalties for violating Section 222, one of many privacy reinforcements that have been added to the law over the years, can be stiff. The Federal Communications Commission, the nation's top telecommunications regulatory agency, can levy fines of up to $130,000 per day per violation, with a cap of $1.325 million per violation. The FCC has no hard definition of "violation." In practice, that means a single "violation" could cover one customer or 1 million.
If the FCC receives enough complaints, they might actually conduct an investigation. Since I doubt that will actually occur, the FCC forwards complaints to high-ranking customer service people at each company. That's much more useful than telling random $7 an hour CSRs why you're canceling. Basic business model- when you get thousands of complaints from customers, you stop doing whatever is causing the complaints, unless that costs you a ton of money.
If you have (or had since the end of 2001) any accounts with AT&T/SBC (including Cingular), Verizon, or BellSouth, file complaints! It's very simple and only takes a few minutes. Just go to http://svartifoss2.fcc.gov/... and fill out the form. In the complaint box, state that you believe that your company violated section 222 of the Communications Act and should be investigated. Then repeat if you had accounts with more than 1 company.
