That's how you frame Republicans who support the Iraqi government's amnesty for insurgents plan.
The evil NeoCON masters of the Bush Administration never decoupled the terrorists in Iraq from the insurgency caused by our invasion of Iraq. Fighting in Iraq has always been framed as fighting the terrorists.
Bush's Iraq Quagmire is getting curiouser and curiouser - victory for American in Iraq, and victory for the insurgents, err terrorists in Iraq at the same time.

I doubt Bush can get away with selling amnesty for the killers of U.S. troops to his political base. Bush still retains support from some of his base in part because he was going to fight `the evil doers' in the sands of Iraq until victory. To say the price of peace in Iraq now includes amnesty for those who've killed 2,500+ Americans and wounded another 20,000 is not going to wash with Bush supporters. It's too late for Bush to explain that there really is a difference between the home grown Iraqi insurgency and al Qaeda. Maybe Bush can ask Congressman Murtha for help on that point. I suspect any peace bump Bush might anticipate would be undercut by the ranting, righty base turning their backs on cut and run George.
It's going to be interesting to see how this al-Maliki political proposal for Iraq is going to play out in American politics. In terms of finding a way to get out of Iraq it is a realistic way of dealing with the facts on the ground that makes sense.
But Bush and his NeoCON, RepublicSCUM backers can't smear enough lipstick on what has to be viewed as a pig of a proposal by the right wing base. The canard of `victory in Iraq' isn't going to work on the righty warmongers if victory includes amnesty.
Meanwhile Harold Ford is running an ad down here in Tennessee blasting the notion of `amnesty for terrorists' (Harold it's for insurgents). Russ Feingold took a shot at the proposal on Meet The Press. It's was a way for the Senator to score political points. However, if one's just made a proposal in the Senate to get out of Iraq in a year, then that suggests the Senator was already prepared to leave the issue of amnesty up to the Iraqis.
It's best to let Bush and the RepublicSCUMS struggle with this paradox of `victory' created by their deceitful Iraq policy. I do not want the Democrats to launch too strong of an attack on this political conundrum. Let the Republics swallow this bitter compromise and get out of Iraq. Then Democrats can blame the Republicans for letting the Iraqi insurgents get away with murder after the fact. Too strong a Democrat attack against amnesty at this time might prolong the war. The easy political capital gained by attacking Bush for even entertaining the idea of amnesty is not worth the consequence of prolonging the war.
Peace with dishonor (to flip the old Nixon phrase) looks to be the best Bush can expect from his Iraq misadventure. Democrats should remind the voters amnesty is indeed a way out, but for Bush and the Republicans it is Peace with dishonor.
