KBR contract from 6m to 385m? wtf?

There was a piece on Democracy Now today about a KBR Federal Govt contract that caught my attention. A trip to their web site was no help. It's not there.  So I did some digging. What I found out is intriguing. I have been hearing whispers recently about "U.S. detention camps" and other sundry conspiracy theories lately - what's new?  But to actually see the news release confirming it was new for me.
It's an ambiguous news release but the information is there if you pick it apart. I followed the trail through the army corps and finally here to a page on the ICE website.

ICE stands for Immigration and Customs enforcement. they are a post gwb invention.  Office of Detention and Removal (DRO) is specifically listed as the facilities they will be augmenting. effective immediately.

The intriguing part of all of this is:  KBR had a contract from 2000-2005 in the amount of 6 million dollars that this new contract is merely a continuation of. What in the world would they be anticipating that would require a contract to go from 6m to 385??  Sounds like some serious world altering influx of immigrants.  
"The contract may also provide migrant detention support to other U.S. Government organizations in the event of an immigration emergency, as well as the development of a plan to react to a national emergency, such as a natural disaster. In the event of a natural disaster, the contractor could be tasked with providing housing for ICE personnel performing law enforcement functions in support of relief efforts"
Now isn't that interesting?  Something happens to our country [or another country] that forces a huge influx of people.  & the Govt has a new 385 million dollar facility(s) to house ICE and/or other govt agencies. Plus at least one facility at which to house these new "immigrants".
Now call me a tin hatter but this smells. I want more info.
It would be very interesting to look at the actual contract. Unfortunately the contract # could not be found via the web.  I couldn't find it anyway. I did find a list of projects on the KBR website but the pertinent contract from 00-05 was not listed. neither was the new contract. Though that one may be too new to be listed. I will be watching to see if it shows up in the future.  I guess I can see them neglecting to include a measly 6m project but if one as big as 385m doesn't show up that will smell bad.

    'Or to support the rapid development of new programs' is the piece which is really troubling.
    That can really mean anything.
    This should be brought up in Congress, because with the amount of money being spent on these facilities, they are going to be used.
