I suspect that the Republicans perceive the UN to be an easy mark, which only adds to their misplaced contempt of an organization that would not exist without the United States, and upon which the United States benefits from considerably more than most Americans acknowledge.
I offer the following, less to advise the United Nations to do such things, but to advise Americans that those who show aggressive contempt for international institutions need not be bothered by their several affronts -- or their many, many benefits.
Hold vacant the Americans' seat on the Security Council; it's difficult to be a leader (never mind permanent member) of an organization that one is out to destroy.
Suspend humanitarian aid in or near countries where American military operations are taking place. Hey, we're corrupt and keep all the money anyway -- that's what you said, America!
Rescind UN imprimatur for American military operations, everywhere, whatever the reason. Let the Americans sort it out; hey, it's their world. We just pass resolutions.
Mediation of disputes that Americans would rather not deal with, or deal with quietly. Everyone loves America; we're just in the way, here.

Declaring that there is no such thing as immunity from prosecution in the World Court. We're just out to bring you down, anyway.

Refuse to seat the American ambassador to the United Nations, regardless of it being Bolton or someone else. That would effectively de-seat the US from the Security Council. There's no such thing as a free lunch, and you owe the tab, America. Hey, it's your ethos, not ours; we're just guests, here, living by your code.
Publish in sharp relief commentary on American policies both domestic and international; force the Bush administration to expend considerable time and effort blocking or contradicting a very prominent voice in world public opinion. If the shoe fits, wear it.
Suggest, strongly, that the United States leave the UN, then hand its many special privileges to someone else, or allow them to lapse. In any event, once the battle is joined, American reinclusion in the world community means losing those privileges. The UN -- love it, or leave it. We're thinking of giving your SC chair to either India. I'm sure you won't mind.
Cut back or cancel programs in countries that are participating in renditions, and do so in a very high-profile fashion. If they're doing it just for the money, that will become very obvious, very soon.
