North Korea has announced that they have sucessfully tested a nuclear bomb as they threatened to.

This marks the complete failure of Bush's foreign policy to accomplish anything. If nothing else came from the invasion of Iraq, it could at least have been said that our reckless invasion put fear in the hearts of other countries thinking of developing nuclear weapons. Now it's apparent that that isn't even true. The Bush policy of 'invade now, ask questions later' has failed to make us any safer from dictators with nuclear weapons.
What's more, due to the occupation of troops in Iraq we do not have sufficient manpower to implement a planned response
"US officials fear that a tepid response to the North Korean test would make the United States and its allies look weak, ...
Yet, US officials also fear that the United States will have few options to respond. President Clinton's planned response to a North Korean test included sending the Kitty Hawk aircraft carrier nearer to the shores of North Korea and sending more troops from Japan to South Korea, but the war in Iraq has so stretched United States military capacity that it will be difficult to quickly deploy more troops in the region."
"the fact is North Korea has stood up to the Bush adminsitration policy and won. There are very few options now to reverse what has taken place."
The Adminstration is instead taking action in the Security Council. An action, which if taken by a Democratic Adminstration would have been derided as 'weak' by every conservative media person in the country.
