Remember that even though we hold the House and Senate, Bush can still do incredible damage.
For example, he still runs the various Federal agencies.

One important one is the Department of the Interior, which under Bush's care, will continue to open areas to pillage and rapine.
Another is the EPA. Which will continue to relax environmental standards and also continue softening the endangered species act.
Also the FDA. Which will continue to be run in a political fashion, rewarding Big Pharma and Big Food by lowering protections and decreasing oversight.
The Justice Department is still in his scaly grasp. Look for very little to be done about legal abuses, especially surrounding First Amendment Rights, Voting, and our various Prisons.
NASA and NOAA will continue to come under political pressure to lie about Global Climate Change. In two years, things here are most likely to be substantially worse as the Global Climate Change accelerates. But there's little Congress can do, especially in the face of Bush's egregious `signing statements'
The Department of Homeland Security will still be a haven for the `heck-of-a-job' folks. Remember, Congress can only pass the requisite funding to implement the 9-11 Commission recommendations; Bush is in charge of carrying them out.
Yes, his power to pass pernicious laws has been blunted, but he can still (and will) continue to enrich his buddies, ignore the environmental crises, and make a mockery of our self-defense and justice system. My only suggestion is for Congress to investigate, investigate, investige... and expose.
