So you just got a home that needs a lot of work.
The previous owners just trashed the place, left the foundations weak, and the stench is overwhelming.
So, what should you do?
Why, do something that is symbolic and meaningless!
What would happen if Bush is actually impeached.
Nothing.
You know why?
BECAUSE WE DON'T HAVE THE SEATS IN THE SENATE.

In a legal POV, Bush probably got punished harder for that DUI than he would be punished though impeachment.
"But, but, if he's impeached, then other Republicans will be hurt electorally"
Sane Republicans wouldn't let themselves be seen with Bush. Notice how those fundraisers didn't let the media in to film those guys with Bush?
"But, if he's impeached, people won't like him!"
People don't like Bush. People think that he is doing a bad job. People are not going to be visiting his presidential library. (Except for the Researchers who will see how many documents in the archives are redacted)
But basically, impeaching Bush isn't going to get him out of office.
Impeaching Bush will not get him thrown in Prison.
Impeaching Bush will not help stimulate the economy.
Impeaching Bush will not raise the minimum wage, help working families pay their next utility bill, or reserve the anti-Union march on labor issues.
Impeaching Bush will not make your hair softer or make you more appealing to the opposite gender.
Impeaching Bush will make various people feel good about themselves. It'll be great for MoveOn.org celebration parties. It just won't do much on the overall battlefield.
It's not the most effective way to get Democrats elected in 2008.
The most effective way is to get our agenda, and pass it out of Congress.
And then when Bush vetoes it, then it's time to try to get the vetoes overridden.
Then, if there's no overriding, then just pass the bills again, let Bush use another veto, and use that as a battering ram against the Republicans.
Make the picture clear to the people: "This is what we're doing, this is how it's helping you, and your representative doesn't support this"
Battering Ram. Battering Ram.
Investigations will occur, and obstructions will emerge and be exposed. Those things will be dealt with. As well, Bush administration officials could be going to prison for charges related to revelations from the investigations.
If the investigations produce enough information, then just keep hammering away and make Bush leave office with a Taftian Job approval rating. Justice will come sometime, either here, or somewhere else.
But, when it comes to the 110th Congress, I'd prefer either actual legislative achievement, or the foundation for future achievement.
Ultimately, the best way to sock it to Bush is to wipe out as much of his legacy as possible.
We have political capital, and I don't want to see it spent on a family-size bag of M&M's.
