Idaho GOP picks Nutjob for House seat - Meet Bill Sali

Yesterday Idaho voters went to the polls for their primary elections. The most contentious and hard-fought race was in Idaho's 1st Congressional District, which Congressman "Butch" Otter is leaving to run for Governor (he faces Jerry Brady, the 2002 nominee, who drew a respectable 42% against Bush Interior nominee Dirk Kempthorne). As I wrote a few weeks ago at http://www.dailykos.com/... , the GOP had two of six possible nominees who rank in the "nutjob" category of arch-conservative Republicans. If either one, I wrote, the chances of Democratic nominee Larry Grant (http://www.grantforcongress.com) stealing this seat would go up dramatically.

Well, guess what? Bill Sali, a State Representative and the choice of the Club for Growth was victorious with 25% of the vote (no runoffs in Idaho). Who is Bill Sali? And why should you support his opponent, Larry Grant? Read on...

That's a quote on Bill Sali, the GOP's new nominee for Idaho's 1st Congressional district. Is it from Democrat Larry Grant? A blogger? A disgruntled ex-employee?

Nope. It's the REPUBLICAN SPEAKER OF THE IDAHO HOUSE OF REPRESENTATIVES. Bruce Newcomb, a conservative Republican made that remark following a "classic" Bill Sali moment:

"Sali's critics pointed to an incident earlier this month in which he insisted on discussing studies linking abortion to breast cancer during a debate on a bill to require doctors to inform women about abortion-related risks. The Idaho House Democratic leader, a survivor of breast cancer, walked out in tears, and her Democratic colleagues followed her." (From "The Hill" article)

And Sali's not ashamed of it, either. In fact, on his own campaign website, you can read the following informational links:

Sali was endorsed by numerous "right-to-life" organizations, and for good reason - he makes Marilyn Musgrave sound like a moderate. He's also considered an ideologue with little legislative accomplishment, as Idaho's chief political reporter, Randy Stapilus of the Ridenbaugh Press reported in October:

"Bill Sali. In first place? Are you nuts? The objections will come in hard and fast from anyone who has worked around Sali, regarded by many as one of the weakest Idaho state legislators of the last couple of decades. The stories reflecting poorly on Sali are of near-legendary quality, from his removal as a committee chair (something that almost never happens) to his stunning answers in a civil lawsuit, declaring that critical thinking skills were relatively unimportant for such as legislating..." http://www.ridenbaugh.com/...

And the Boise, Idaho Statesman attacked Sali in their editorial for the primary:
"With nearly $400,000, state Rep. Bill Sali of Kuna has the money lead in the race -- but he's a wholly owned subsidiary of a big out-of-state benefactor, the anti-tax Club for Growth. Sali's 16 obstructionist years in the Legislature can be summed up in one monumentally bad vote: He opposed a temporary sales tax increase in 2003. He would have preferred tens of millions of dollars in cuts for public schools, a particularly crippling move in high-growth areas such as his legislative district. With only two seats in Congress, Idaho cannot afford to elect a narrow-thinking ideologue disliked by many mainstream Republicans."

And the parade of nuttiness from Sali goes on and on. As "The Hill" article mentioned, Congressman Mike Simpson - his possible future colleague - hates his guts, and will likely sit on his hands in the general election. Indeed, it is likely that a number of moderate Republicans will come out against Sali.

Before you bemoan this man's "elevation" to Congress, allow me to bring in some key facts:

-This Congressional district was represented by a Democrat before the 1994 "Gingrich Revolution", Larry LaRocco. He won in 1990 in an upset, in a district virtually similar to now, that gave George Bush, Sr. 64% in 1988. Our current Bush got 68% in 2004.

-Jim Matheson and Chet Edwards represent equally "red" districts - and have won and kept their seats. Neither will ever be "safe" incumbents, but neither are they easy to beat.

-Idaho's Republican, sure, but the vast majority of voters (and 57% of Idaho Republicans) want stable leadership first. And they're not adverse to electing Democrats statewide, either, as Governor Cecil Andrus and current Education chief Marilyn Howard can attest to.

To be short, the Democrats CAN win this seat in 2006. The climate is perfect for a Democrat - a fiscally responsible, socially moderate Democrat - to win back Larry LaRocco's seat. And the Democratic nominee, Larry Grant can do that.

This article from the Boise, ID Statesman lays out the Grant appeal: He's not a firebrand, he's not an idealogue; "competence is his strength", said the reporter covering his kickoff event. He's a former executive at Micron Technology, Inc. in Boise, which is a major computer company for the state, and is a board member for the Frank Church Institute. In fact, the late, beloved Senator's widow, Bethine endorsed Grant recently, joining Governor Andrus in getting a small, but determined Idaho Democratic Party behind him.

Grant's website, http://www.grantforcongress.com has a link to his "Top 5 Reasons to go to Congress". They are:

. Jobs. To make sure that every person who wants to work can find a job that pays a living wage, to be sure that Congress passes trade, technology, and tax policies that create jobs here instead of sending them overseas, and to stop giving tax cuts to the wealthy while cutting benefits for the poor and middle class.

2. Education. To make sure that every child gets a good education and an opportunity to go to college or learn a trade, to be sure that teachers and public schools get the money and respect they deserve, and to stop the federal government from telling us how to educate our children without providing the money to do it.

3. Health Care. To make sure that every family that needs a doctor can see one, to be sure that every person who needs prescription drugs can afford them, and to protect Social Security, Medicaid, and Medicare.

4. Spending. To make sure we get back to balanced budgets and stop Congress' current spending spree, to rein in the outrageous amount of money spent on pork barrel projects, to halt subsidies for oil and gas companies at a time when they are making huge profits, and to change energy policies that do little or nothing to end our dependence on foreign oil.

5. Respect. To restore America to its rightful place as the most respected and powerful nation in the world by ending the greed and corruption currently raging through the top ranks of our government, to end the war in Iraq with dignity and purpose, and to make sure every individual is treated fairly under our laws and that their rights are protected from undue governmental interference.

The only problem for Grant currently is money. Until now, nobody's really seen this race as competitive, or even worth bothering with. But the Cook Political Report's May 19 Edition put this race into the "Competitive" area for the first time, at Likely Republican. With the unpopular and controversial Sali as the nominee, it is likely that the DCCC will take some notice.

But the DCCC is unlikely to invest money in ID-01 unless Grant can show he has the dough first. And that's where we, the blogosphere can help. Having a nutjob like Bill Sali in Congress - especially a DEMOCRATIC Congress - in 2007 would be harmful to the legislative process and produce an even more polarized legislature than before.

If you can imagine Bill Sali promoting his inane belief that "abortion causes breast cancer" on C-Span - then give your support to Larry Grant.

If you can imagine Bill Sali joining Tom Tancredo and Tom Coburn in the "Nuts R' Us" club in Congress, fighting for xenophobia and jingoistic rhetoric - then give your support to Larry Grant.

And if you can imagine Howard Dean's 50-state strategy spreading all the way to Idaho in 2006, giving us a Democratic Congressman from that state - then give your support to Larry Grant.

    And I wouldn't mind some recommendations, either. :)

    There are a number of usually "safe" GOP seats that are vulnerable this year, especially out West. I would include Wyoming's at-large seat, Nevada's 2nd District and California-50 in that category. All were carried by Bush by solid margins, but are hotly contested this year for a variety of reasons, with the GOP nominee's problems being a key reason. We can add Idaho-1 to that list if we're up to it.

      If we couldn't beat Helen Chenowith in Idaho, we can't beat this guy or anyone else.  But I still think its good to put pressure on him--because the more pressure he has, the greater the liklihood he makes "Chenowith-like" statements... Which can do nothing but help us with the great masses of independents in other states.

        but a lot of other Republicans had her back, especially in the north. It doesn't sound like that support is there for Sali. If he were a solid candidate he'd have swung a lot more than 25% in the primary. My thinking is that that 25% represents the hardcore tax/abortion nutjobs. He may pick up another 20% who vote straight ticket republican, but that may be the limit. A big chunk of his district (non-mormon north Idaho) really don't give a rat's ass about abortion, and the relatively progressive Mormons in Boise won't like his position on education. Grant has a solid chance and I think Brady has an excellent shot for governor as well.

          Not all of it, obviously, but Brandt was endorsed by HC and he came in dead last in the field of six. I don't think the Helen Chenoweth brand carries much sway in Idaho today. In fact, the mere fact six people ran in the GOP primary - and none dropped out to support someone else, even in the face of a possible Sali win  - shows just how splintered the Idaho GOP is these days.

    to what I hope will be a series of diaries on this race.  it sounds like this is exactly the type of race we can easily steal and if there is any year to do it, this is the one.

    Plus, this Sali guy isn't an ideologue.  He's a nutcase who attempts to pass it off as ideology.

    From what I'm reading in different, the Republican candidate for Gov. is a real piece of work, too. I'd keep an eye on this state.

      Jerry Brady is a tough Democrat, and being a Congressman isn't the best line at the top of your resume in 2006. Butch Otter certainly can be beaten, but it will depend on how well Brady's campaign is funded.

        I would imagine that Idaho is a relatively cheap state where radio and mail might have a bigger bang for the buck than TV. So if you kossacks want to throw a little love to a red state, this could be a good investment.

        He's one of those inexplicably popular Idaho guys. Like George Hansen, who was very nearly reelected while under indictment. Or Steve Symms, who used to show up on the Senate floor drunk. Idaho just gets weird over its "characters" sometimes. Otter is one of 'em.

        The better bet for outside funding is definitely going to be Grant's race.

    This seat is the more winnable of Idaho's two districts. It was comptetive in 1996 and in 1998 when Helen Chenoweth (R) held the district. So yes he does have a shot, especially if the Republican is not as liked as you claim.

      Butch "El Choke-O Pollo" Otter was too afraid to debate his primary opponent earlier this month, and refused to speak with the media today after the election.

      As I've said before, it's not that the Idaho GOP wants him for governor, they just need the eggs.

    Didn't Hoestletter from Indiana go to some breast cancer survivor group and lecture about abortions leading to breast cancer?

    Doesn't Sali have some bad blood with Mike Simpson, Idaho's other Congressman? Or am I mistaking him for someone else?

    LaRocco is running for lt. governor this year - does he have a shot?

    Too bad Sheila Sorenson couldn't have won this. She blocked an ugly anti-gay amendment from passing the state senate in 2004.

      Burned too many bridges, probably. She's far too reasonable a Republican for Idaho. But Sali's win can probably be attributed to a lot of cross-over voting by Dems, since they didn't have much in their primary in the 1st CD. I know my folks would have voted for Sali, but they're in the 2nd.

      Sali has bad blood with just about all Republicans. He was horrible in the legislature, even for Idaho. Hence the cross-over vote by Dems. He's who they want to run Grant against.

      I don't get what LaRocco is doing at all, unless it's being the good guy and filling what would have been a gap in the ticket. I mean, from Congressman to Lt. Gov? Doesn't make a lot of sense.

        It's impossible to overstate the amount of antipathy the mainstream Repubs in Idaho have for Bill Sali. Sorensen lost because she wasn't all that effective a campaigner (despite plastering the state with billboards) and because the moderate Rs split their votes between her and state controller Keith Johnson. As McJoan indicates, tons of Dems crossed over to this race, but it's hard to say who they helped the most. Some Ds voted for the lesser of six evils, while others gravitated to Sali and his fellow nutter Robert Vasquez. It's telling that 75% of Republicans voted for someone other than Sali!

        One of our Boise TV stations pointed out tonight that this was the first time in many years that Republicans didn't have a unity rally on the statehouse steps after the primary, and they insinuated that it was because of Sali's victory. There's not a lot of unity among the Idaho GOP today.

        Meanwhile, the Dems did have a rally, and LaRocco actually gave one of the strongest speeches. He said he plans to be an "activist" lt gov (OK, maybe not the best choice of words in the activist-judge era), and that he'll make fighting methampthetamine and raising the minimum wage (Idaho is still at $5.15, thanks to Bill Sali and his buds) his signature issues.   He had lots of passion and fire.

        LaRocco came into the race at the last minute and will go up against Jim Risch, who will become lt gov when "Dirk Kempthorne" becomes Inferior Secretary. But Risch decided not to challenge "Butch Otter" for the governor's nomination, so he's going to play gov for six months and then go back - he hopes - to his old job. But LaRocco will definitely give him a run for it, based on what I heard today.

    I don't pay attention to the politics 'cos it's so so conservative.  I live up there part of the year.  The locals are pretty upset about the right to work stuff.  All they do is grumble pretty much.

    I've made a few diaries on Grant, myself, and am a contributor to the Students for Grant blog.

    I'm getting to be excited, here. Grant's a great nominee, and so's Sali: he is a crazy person. Idaho's Speaker of the House AND Idaho's other Representative both will not be pleased, no matter who's elected. That's a funny sort of happening. Heck, there's the chance that Grant would get along better with either of them than Sali would. I mean, it wouldn't take much besides openness on Grant's part and cooperation on Simpson's.

    Hopefully a lot of the Sorensen voters will come out for Grant. I'm sure all the cats that voted for Grant (and his opponent in the primaries) will. 2006 will be our year!

    When I get to the bottom I go back to the top of the slide, where I stop and turn and I go for a ride.
