بغداد ــ علي الموسوي وخالدة عجام ــ أ. ف. باحتجزت القوات الامريكية أمس
شاحنة علي شكل سيارة حوضية مخروطية محملة بأكياس تحتوي علي ما لا يقل عن
300 ألف بطاقة انتخابية جاهزة جري التصويت فيها من اسماء وهمية لصالح
الإئتلاف العراقي. ورجح ضابط أمريكي في القوة التي احتجزت الشاحنة ان تكون
الشاحنة قادمة من خارج العراق مشيراً الي أن التحقيقات لا زالت جارية مع
السائق ومعاونه. في حين ذكر مصدر شرطة الكوت ان سيارة حوضية للنقل العام
محملة بآلاف البطاقات الانتخابية المهربة الجاهزة للتصويت لصالح الائتلاف
العراقي الموحد تم احتجازها في مدينة الكوت.
Baghdad - Ali Al Mousawi and Khaleda Agam - Yesterday, American [border
guard] forces found 300,000 forged ballots with made-up names in the
conical hoppers of a [tanker] truck, all made out in favor of the
United Iraqi Alliance. An American officer in the detaining force
alleges the truck comes from outside Iraq, and points out the
investigation of the driver and his assistant is still ongoing. A
source in the Al Kut police says a public utility vehicle [car?] has
been detained in Al Kut, loaded with thousands of smuggled
ballots, all in favor of the United Iraqi Alliance.
وقال عبد الجواد زكي من شرطة الكوت ان السائق قد ذكر في التحقيقات الاولية
انه قادم من ايران ولا يعلم اي شيء عن حمولة الشاحنة، لكنه أوضح انه كلف
بقيادتها الي نقطة جري تحديدها له في بغداد. واشار الي ان هناك سيارتين
بنفس المواصفات انطلقتا قبله وربما نجحتا في اجتياز الحدود العراقية ونقاط
التفتيش.و
Abdul Gawaad Zaki from Al Kut police said initial investigations reveal
the driver comes from Iran, and knows nothing about the payload, but he
clarified there was a definite destination in Baghdad. He says,
furthermore, two more cars of the same description might have gotten
past the Iraq border checkpoints.
وحسب علمه انهما كانتا متوجهتين الي مركز الكوت والي مدينة اخري لم يحددها
في جنوب العراق. وقال ضابط في وزارة الداخلية العراقية ان الاجراءات اتخذت
لملاحقة هذه الشاحنات ومصادرة حمولتها. علي صعيد متصل ذكر مراسل (الزمان)
في الموصل ان هناك استياء عام من قبل أبناء المدينة بعد الانباء عن وجود
نية التزوير وتهريب بطاقات انتخابية مذكرين بأنهم لا زالوا متأثرين من
تزوير نتائج الاستفتاء والانتخابات السابقة، حسب قوله. في حين تحولت المدن
العراقية الي مدن اشباح حيث كانت الحركة مشلولة فيها أمس قبل يوم واحد من
الانتخابا
According to this source, they were headed for Wali district of Al Kut,
somewhere undefined in the south of Iraq [Wali is a proper name].
An officer in the Iraqi Interior Ministry says measures were taken to
pursue these trucks and confiscate the loads. Meanwhile, a Mosul
correspondent mentioned a continuing anger over the attempt to forge
ballots and election cards, and are still annoyed by the forgery of
referendum results in the previous elections. Iraq's cities turn
into paralyzed ghost towns, as traffic is shut down since one day
before the elections.
التشريعية التي يتنافس فيها 7655 مرشحاً علي مقاعد مجلس النواب العراقي
الـ 275.علي صعيد متصل اقتحم متظاهرون مقر حركة الوفاق الوطني التي
يترأسها رئيس الوزراء السابق أياد علاوي ومقر الحزب الشيوعي العراقي
برئاسة حميد مجيد موسي واحرقوا محتوياته بعد ان هرب حراسه الذين اكتفوا
باطلاق عيارات نارية في الهواء قبل تركهم المكان. فيما نظم الائتلاف
الشيعي هذه المظاهرة تأييداً لأكبر مراجع النجف علي السيستاني علي خلفية
اتهامات له. كما نظم الائتلاف تظاهرات مشابهة في النجف والبصرة ومدينة
الصدر ببغداد. واستنكر علاوي في برقية للسيستاني اي اساءة له وقال فيها:
نؤيد تقديرنا لدوركم برعاية جميع العراقيين والمسلمين في كافة انحاء
المعمورة.
The legislative [election] has 7655 candidates vying for 275 seats in
the Iraqi House of Representatives. Meanwhile,
demonstrators
broke into the headquarters of the National Accord Movement of
former prime minister Iyad Allawi and burned it. [Big news,
unmentioned, Al-Jazeera allowed a huge insult against Marja Sistani on
the air, it was reported on Al Marja (Iraqi TV). The Shiites are
pissed, calling Al Jazeera (quite correctly) a bunch of terrorists.
Al-Jazeera has already been banned from Iraq for its pro-Sunni slant]
. They also broke into Hamid Magid Mousa's Iraqi Communist Party
headquarters, and burned it. The guards merely fired tracer
rounds before escaping the riot. The [Shiite] coalition staged similar
demonstrations in An Najaf, Basra and Sadr City [Shiite neighbourhood]
in Baghdad. [Iyad] Allawi sent a conciliatory telegram to Al
Sistani, saying "All Iraqis and Muslims all over the world support your
positions" [Not a terribly good translation, but that's about as
much as I can do with a carefully nuanced Arab apology]
من جانبه قال الرئيس العراقي جلال الطالباني أمس في كلمة بثها التلفزيون
العراقي "لنجعل اليوم الخميس يوم عرس وطني يوم عيد عراقي مشهود، يوم
الوحدة الوطنية والانتصار علي الارهاب والمعادين لمسيرة الديمقراطية يوم
خالد في تاريخ زاخر بالامجاد الوطنية والثورية والاسلامية والانسانية".
For his part, Iraqi president Jalal Al-Talabani made a speech on Iraqi
television, "Let us make today, Thursday, a national wedding day, a
memorable Iraqi feast, a national unity day, a victory over terrorism
and the opponents of democracy, a Khaled Day [ Khaled Bin Al-Walid, the
Sword of Allah. The Romans are defeated at the
Battle of
Yarmouk and the Muslims enter Palestine. Before entering Jerusalem,
Caliph Umar signs a treaty with the Jews, pledging protection of their
religious freedom. ]. Thursday will become part of our history, full of
national, revolutionary, Islamic and human glories.

One soldier reportedly said, "It is easier to face the Rumi
[Byzantines] than our wives!"
واعرب عن امله بان يكون للعراق "دولة القانون والعصر وحكومة قوية ائتلافية
تمثل جميع شرائح مجتمع العراق، قادرة علي مقارعة ودحر الارهاب التكفيري
الموغل في الاجرام وتحقيق الامن والاستقرار لعراقنا الحبيب".وطالب بان
"يستمر العراقيون بتمسكهم واصرارهم علي تحقيق اهدافهم الوطنية
والديمقراطية بانتخابهم لبرلمان يمثل خيرة أبناء العراق، الذين يتعهدون
ببناء وتحقيق وحدة العراق الوطنية ويناضلون من اجل استقلال وسيادة العراق
وبناء قواته الامنية القادرة علي الحاق الهزيمة بالارهابيين والتكفيريين
المجرمين". وبدت شوارع بغداد شبه خالية من السيارات والمارة علي خلاف بقية
ايام الاسبوع حيث تشهد ازدحاما مروريا خانقا. فقد لزم معظم العراقيين
منازلهم واغلقت جميع الدوائر والمؤسسات والوزارات والمدارس والمعاهد
والجامعات ابوابها.وسارت في الشوراع التي وضعت فيها الحواجز الاسمنتية
ونقاط التفتيش عدد قليل من السيارات التابعة لقوات الامن والجيش والشرطة.
[Talabani] expressed his hope for Iraq to become like Araqna the Lover
[Araqna the Lover is a place name, again a reference to the Battle of
Yarmouk] , a nation of laws, a strong, secure and stable coalition
goverment, able to delve into crime, representing all sections of Iraqi
society, able to fight, expel and excommunicate terrorism.
[mensch, that was a tough sentence!] Talabani exhorts Iraqis
to "continue insisting on achieving their national and democratic
goals of electing a parliament of Iraq's best sons, relying on the
achievement of Iraqi national unity, the struggle for an independent
and sovereign Iraq, and the formation of an Iraqi security force
capable of inflicting defeat and excommunication on the terrorists and
criminals."
Baghdad streets seemed free of cars. Pedestrians talk about the absence
of suffocating traffic jams, and disagreement over the rest days of the
week [big palaver about eliminating the Western Saturday and Sunday
weekend, mentioned in previous diary] . Most Iraqis stay in their
houses. Headquarters of ministries have closed their doors.
Closed too are the schools, institutes and universities. In the
Al Shoura [neighborhood], concrete barriers have been erected.
Only security forces and police vehicles were moving.
ومنذ منتصف ليلة الثلاثاء الاربعاء اغلقت جميع المنافذ الحدودية الدولية
للعراق والمطارات وقطعت الطرق بين محافظات العراق الـ 18. وتستمر هذه
الاجراءات حتي السبت المقبل. ودعا اكثر من الف من علماء السنة في بيان
الثلاثاء العراقيين الي المشاركة في الانتخابات. وجاء في بيان صادر عن
ديوان الوقف السني ويحمل توقيع رئيسه الشيخ احمد عبد الغفور السامرائي، ان
"اكثر من الف عالم دين سني اكدوا علي وجوب مشاركة العراقيين جميعا في
الانتخابات". وتشارك في هذه الانتخابات ثلاث من اكبر الهيئات السنية في
العراق، وهي المؤتمر العام لاهل العراق والحزب الاسلامي ومجلس الحوار
الوطني من خلال تحالف "جبهة التوافق العراقية". كما شكل صالح المطلك
المسؤول في مجلس الحوار الوطني لائحة باسم الجبهة العراقية للحوار الوطني
Since midnight Tuesday, Iraq's border crossings and airports have been
closed, as well as the borders of all 18 provinces. These
measures continue until next Saturday. On Tuesday, more than a
thousand [Islamic] Sunna scholars [literally rendered scientists, heh],
called for all Iraqis to participate in the elections. A
statement issued by the Sunni Endowment, signed by its president,
Sheikh Ahmed Abdul Ghafour Al Sameraie, "more than a thousand Sunni
religious scientists confirm the necessity of all Iraqis to participate
in the elections". Three major Sunni organizations, [under the
umbrella organization] "Iraqi Accordance Front" have sent a spokesman,
Saleh Al Mtlk to the national dialogue.
وقبل ان تبدأ العملية الانتخابية، تصاعدت التصريحات التي تشكك بنزاهة تلك
الانتخابات.واكد ائتلاف "جبهة التوافق" العراقي السني امس انه يملك
معلومات "مؤكدة ودقيقة" تفيد ان هناك جهات تخطط لتزوير الانتخابات
التشريعية التي ستجري اليوم الخميس في العراق. وقالت الجبهة في بيان "وردت
إلينا معلومات مؤكدة ودقيقة تفيد ان جهات معينة مسؤولة عن الانتخابات التي
ستجري الخميس تسلمت مبالغ كبيرة من اجل تزوير نتائج الانتخابات لصالح كتلة
معينة"
Even before the process begins, doubts arise about the fairness of the
elections. The Iraqi Accordance Front alleges it has absolutely
factual information there will be forgery of Thursday's election
results, saying "we have received undeniable reports to the effect
specific election authorities received huge bribes to forge election
results in favor of a specific faction"
واوضحت ان "لدينا وثائق تؤكد هذه المعلومات وارقام الحسابات والمبالغ التي
دُفعت داخل وخارج العراق". وكانت مصادر امنية عراقية اعلنت الثلاثاء
مصادرة مئات الالاف من نماذج بطاقات انتخابية كان يمكن ان تستعمل في
الانتخابات التشريعية في العراق وذلك علي متن صهريج قادم من ايران. وفي
واشنطن، حذرت وزارة الخارجية الامريكية الثلاثاء من المخاطر "المرتفعة
جدا" لتصاعد اعمال العنف في العراق بمناسبة الانتخابات مطالبة مرة جديدة
رعاياها بعدم التوجه الي هذا البلد. وطلبت السفارة الامريكية في بغداد من
الرسميين الامريكيين القاطنين في العراق الحد قدر المستطاع من تنقلاتهم مع
اقتراب موعد الانتخابات الخميس، حسب ما جاء في بيان. واوضح البيان ان
"مخاطر تصاعد اعمال العنف خلال هذه الفترة، مرتفعة جدا". واضاف ان "وزارة
الخارجية تواصل تحذير المواطنين الامريكيين بشكل حازم (من مخاطر) التوجه
الي العراق وهي قلقة حيال التهديد الدائم باستهداف مواطنين امريكيين
ومصالح امريكية في العراق باعتداءات ارهابية".
Continuing, the Iraqi Accordance Front says, "we have documents
confirming these facts, the calculations, and the sums paid from inside
and outside Iraq" Iraqi security sources confirm the confiscation
of hundreds of thousands of election cards that can be used in the Iraq
legislative elections, found in a tanker truck coming from Iran.
Tuesday, Washington warned the State Department of "very high danger of
an escalation of election violence in Iraq, as her citizens choose a
direction for their country". On Tuesday, the American embassy
asked all American workers, [ literally residents in Iraq] limit their
movements as election day approaches, saying "the danger of escalating
violence is very high", continuing "The Ministry of Foreign Affairs
issues stern warnings of danger, and is worried about the permanent
threat of terrorists targeting American citizens and interest in Iraq"
