In 1997, the Project for the New American Century, a neo-conservative think tank headquartered in Washington, issued a Statement of Principles that lays out the neo-conservative vision of an international order completely subservient to U.S. business, military and political interests. At its core, the statement makes clear that nothing less than total, global American military dominance will suffice. The statement was signed by Dick Cheney, who is now vice president, Donald Rumsfeld, now secretary of defense, and Paul Wolfowitz, now deputy defense secretary.
The problem is that such total, global American military dominance would require a huge federal bureaucracy. And even worse: It would require an essentially permanent state of war abroad, as well as a climate of fear at home -- leading to ever-increasing levels of government power. The tragic events of Sept. 11 offered neo-cons the perfect catalyst to move into high gear. And, brother, have they ever.

Who wrote that? None other than Republican ex-congressman Bob Barr. A desired climate of fear at home is just one of the issues I'd like the FBI to consider in their Amerithrax investigation, should they ever really investigate. I hope to help them with this diary as I try to prove motive.

I wonder who would have use for such a politically useful tool. In a response to an article in the Austin-American Statesmen that accused PNAC of "endorsing genocide," PNAC defended itself thusly:
Keller's outlandish accusation that a report by the Project for the New American Century proposes "a sort of 'gene bomb'" and advocates "extermination of a specific ethnic group" is both disgusting and utterly false. The quotation about biological warfare Keller cites in support of his claim comes from a section of the report ("Rebuilding America's Defenses: Strategy, Forces and Resources for a New Century") that outlines various threats the U. S. military may confront in the future. At the end of the section on potential threats for which the U. S. must be prepared, the report states the following:
"Information systems will become an important focus of attack, particularly for U.S. enemies seeking to short-circuit sophisticated American forces. And advanced forms of biological warfare that can 'target' specific genotypes may transform biological warfare from the realm of terror to a politically useful tool." (p. 60)
The fact that Keller would not only selectively use a quotation from the report without providing appropriate context but also then accuse people of supporting "genocide" is truly appalling.
If someone were threating our military with biological weapons, wouldn't they still be terrorists? It seems to me that everyone who opposes America these days is a terrorist. By saying these weapons could "transform" to a "politically useful tool," I think PNAC must be talking about their own politically useful tool. If anyone else were to use it, they would still call it terrorism.
Hopefully, by now, I've established that PNAC needs to instill a "climate of fear," and thinks of biological warfare as a "politically useful tool." If you disagree, please let me know in the comments. The last thing I want is to proceed on faulty premises.
Inside job?
According to Dr. Francis A. Boyle of the University of Illinois at Champaign, the Anthrax attacks most likely were an inside job that is being covered up by the FBI.
The perpetrator of the 2001 anthrax attack on Congress likely was a government scientist employed at the Army's Ft. Detrick, Md., bioterrorism lab having access to a "moonsuit" that made it possible to safely process and manufacture super-weapons-grade anthrax, a bioterrorism authority says.
Although only a "handful" of scientists had the ability to perpetrate the crime, the culprit, or culprits, among them may never be identified as the FBI ordered the destruction of the anthrax culture collection at Ames, Ia., from which the Ft. Detrick lab got its pathogens, the authority said.
This action made it impossible "to pin-point precisely where, when, and from whom these bio-agents had originated," said Dr. Francis A. Boyle of the University of Illinois at Champaign. It was Boyle who drafted the Biological Weapons Anti-Terrorism Act of 1989, the implementing legislation for the Biological Weapons Convention.
Boyle says destruction of the Ames anthrax "appears to be a cover-up orchestrated by the FBI."

Boyle went on to ask this question.
"Could it truly be coincidental, " he continued, "that two of the primary intended victims of the terrorist anthrax attacks --- Senators Daschle and Leahy---were holding up the speedy passage of the pre-planned USA Patriot Act...an Act which provided the federal government with unprecedented powers in relation to U.S. citizens and institutions?"
Indeed, it could be a coincidence, but it's also very suspicious. Especially if you subscribe to this line of reasoning.
The PNAC (aka Rumsfeld, Cheney, Wolfowitz, Perle) plan is that of American empire. Meacher: "None of the evidence ... is compatible with the idea of a real, determined war on terrorism. ... The so-called 'war on terrorism' is being used largely as bogus cover for achieving wider" PNAC objectives.

Why do we have a PATRIOT Act? To control, to silence, to intimidate loyal, patriotic Americans. It's part of the plan.
And let's not forget this:
The question is still: Why? One has to look at events before 9-11. A year before the terrorist attack, the neo-cons' politburo, the Project for a New American Century (PNAC), issued a paper that noted "some catastrophic and catalyzing event -- like a new Pearl Harbor" was needed to soften America to accept its agenda.
Forget about MIHOP and LIHOP for a minute. We'll try to stay out of the conspiracy theory realm and focus on facts. You guys will be the jury and let me know whether or not I have proven that PNAC, as an organization, had a motive in the 2001 anthrax mailings.
If it turns out it did, then I'll work on another diary exploring who within PNAC had the means to perpetrate the crime.
