Charleston County isn't pleased with a botched software job done by the
Indian owned bodyshop Tata Consultancy (TCS). The software is such a
clunker that the county decided to file a lawsuit against Tata for
delivering an unworkable piece of junk!
It's too bad they didn't learn their lesson from a fiasco that started in
2002.

For 19 years Charleston County has used the American firm Affiliated Computer Services (ACS) to run their computers. In a major flip-flop they fired ACS in order to hire the Indian owned company Baton Rouge International (BRI). Recently the county formally approved a $17.2 million, five-year contract with BRI.
A check with the LCA Database reveals that BRI has filed at least 451 LCAs for a total of 29,828 H-1Bs. ACS has about 70 LCAs registered in the database so they hire far fewer H-1Bs than BRI. BRI could easily underbid ACS by using their huge H-1B staff.
"LCA" = Labor Condition Application, certified by the US Department of Labor, stating that no American citizens are willing or available to do the job.
"H-1B" = H-1B Non-immigrant visa, good for 6 years of employment.

County sues over software
Tax platform full of errors, suit charges
Charleston County is suing an India-based technology giant over a $1.2
million software contract, alleging that the company delivered an
error-ridden product that is unusable.
In August 2003, Tata Consultancy Services Ltd., one of the world's largest
tech companies, signed a contract to build a custom software platform to
handle county taxes.
But 3 1/2 years later, the product is still too flawed to use, the county
said. It sued Tata for breach of contract in December and a few weeks later went shopping for off-the-shelf software.
Well, there went all the savings, as well as a couple hundred American jobs.
On the positive side, there is plenty of work left for the attorneys.
