Diary II begins after Sen. Leahy and Sen. Schumer have made opening statements, a recess to vote on senate floor, Kyle Sampson made his opening statement and Sen. Kohl is given the gavel while Sen. Leahy has to go to the floor for another vote. Sen. Kohl has held up continuing until the Chairman returns.
