in the aftermath of all three attempts, the Congressional majority responsible for them won the next congressional and Presidential elections.
Especially given Bush's huge and increasing unpopularity, Democrats should not negotiate, they should impeach.
The impeachments of Gonzalez, Cheney and Bush are not only justified on the basis of the very serious grounds against them--it is treasonous to lie the nation into an illegal war, not merely a high crime--impeachment is necessary for constitutional reasons.
Without impeachment, the unprecedented and unconstitutional expansion of Presidential powers under Bush will have been established as a precedent, not prosecuted as a crime. Not only Democrats, but Republicans should consider: would they want Hillary Clinton or Barack Obama to have Bush's expanded powers? Only impeachment will put the politics in motion that would prevent Bush's claimed powers from becoming acceptable Constitutional practice.
By impeaching all three, there would be no chance that we would end up with a Bush-substitute as incumbent President. Even if the impeachment process were not completed, just the fact of the process would completely dis-empower the President and enable Congress to: stop the war; adequately reconstruct New Orleans; and preside over fair, un-manipulated elections.
