Yesterday the Congress of Colombia passed legislation which would give many rights to homosexual coulples.
Hard to find the text of the legislation but according to the CNN article
The measure, supported by President Alvaro Uribe but opposed by the church, grants gay couples living together for more than two years the same social security and estate inheritance guarantees as heterosexuals in common law marriages.
This is rather big. Some cities and states in Latin America have passed gay rights measures (e.g. Mexico City, Buenos Aires) but this is a first in Latin American on a national level.
"This makes Colombia a more democratic, more open place," said activist Virgilio Barco, son of a former president by the same name.
Hell, this make Colombia a more open place than the US!
