It's all in the dirty details...

Court records were released Thursday regarding Florida state Representative Bob Allen's arrest particulars.

Allen was arrested July 11 after authorities say he offered an undercover police officer $20 to perform oral sex on him. He faces one count of solicitation for prostitution.

--The Titusville police officer Allen is accused of soliciting first mentioned the $20 payment and the sex act.

--A police corporal wrote in his supplemental report that Allen asked if his position as a state lawmaker would "help."

--Allen told Titusville Assistant Chief John Lau he felt intimidated by the undercover officer in the restroom and was trying to get away from him.

      ..but this past legislative session, he did initiate the following legislation, which died in committee:

      HOUSE BILL 1475 Sponsor: Rep. Bob Allen (R-Merritt Island). This bill broadens the scope of Section 800.04 of the Florida Statutes. That section specifically addresses "lewd or lascivious exhibition," including public masturbation. HB 1475 broadens the scope of 800.04 to include lewd acts committed in the presence of those of any age, not just those under the age of 16, as the existing law specifies. HB 1475 does not mention 800.03 at all, but it increases the penalty for lewd acts under 800.04.

        toward increasing the penalties for sexual crimes. I don't know.  He came on to an adult. Big deal. There's no claim he forced himself. I disapprove of the police entrapping offers in bathrooms. It's a two-way transaction and to appear to be looking to be picked up  and when someone takes the bait he's arrested? Not OK with me. Any adult can politely decline. What's the crime?

        Allen may or may not be pathetic, but police stalking bathrooms is absolutely pathetic.

      with the Republicans dominant in the legislature, no GLBT issues ever see the light of day there.  Makes it hard to judge.  Supposed to be  a big "family values" guy though.

    Florida state Representative Bob Allen lost a bid for the State Senate in 1992 due to issues of "character and credibility".

    In the late 1980's, Allen lied on his job applications to the State of Florida and the City of Titusville. He claimed in his job applications to have a degree from UCF and FSU, which he never received. He also lied to Florida Today about his degrees in an interview with the paper.

    When this issue came to light, FLORIDA TODAY withdrew their support of Allen based upon his misrepresentations; as well as his refusal to to tell the truth or take responsibility for his actions. This was the first, and only time, in the history of Florida Today that it has withdrawn its endorsement of a political candidate.

    and I think there's a strong case for entrapment.

    Certainly it seems that Mr Allen was " cruising" that bathroom in search of a sexual encounter with a man,( I have no idea what the legal status of consensual homosexual acts in FLA may be, or why the hell there should even be a legal status involved) but according to the cop, the matter of payment for sex was brought up by the cop- there's no reason to believe that Mr Allen had intent to hire a prostitute when he approached what might have seemed to be another man " cruising" that particular bathroom.

    I hate to see anybody, even this asshat, arrested on a questionable charge.

    Still pretty funny though.

      I suppose it's good in that she is now informed and can do what she wishes but the entrapment is so inappropriate.

        ...because I believe the sting operations are close to illegal...but what I do know is that if law enforcement opens the door and the perp walks in--takes the bait--it is over.  It's like shooting fish in a barrel and I believe is a cheap ass arrest.

        I have worked against these type of sting operations...but the politicians never want to back off the punitive stance...so, when the lawmakers get caught themselves and prosecuted, serves them right.

      ...on felonizing sex...even between consensual partners.  Allen supports such laws and now, he finds himself caught in those very laws.

      the  park earlier in the day in "business dress" and then came back at night.  No entrapment here as he entered the bathroom stall and leaned against the door that he just walked through and then closed.  

      i dunno about you, but I don't enter a stall with a total stranger?  do you?  hell, i don't even look over a stall's wall, do you?

        Florida has much more private places for closeted types to cruise for dates...why a park bathroom?  In the audio, he even talks about how his name is on the very park where he was arrested.  Good Lord, I'll say it again.  He is pathetic.  And not in a good way.

        The cop lied and denied he was a cop. He signaled to Allen that he's cruising too. Two adults agreed to some sexual play...what the fuck is the crime? The $20?

        Officer Kavanaugh ought to be give a value added job. While the cops are cruising men's toilets there are women and children getting the shit beaten out of them. What a waste.

          I attended an art show in Savannah a couple of weeks ago and the gallery was located on a private road...if you are familiar with Savannah, the area is constantly undergoing renovation in the tougher areas of the city..well, this gallery was located just on the edge of such an area.

          People are standing outside the gallery, drinking beer on the private road...law enforcement cruises in and writes two tickets for drinking from an open container...two others show up to assist...meanwhile, drug deals are going on all over the neighborhood.

          Tickets were $100 and the kicker is, the tickets will be thrown out in court because the private road will amount to drinking in one's backyard...but law enforcement kept themselves busy with the easy arrest rather than deal with the tough stuff.

          It's constantly amazing.

            and the favorite cop trick there was to wait, undercover, near the open-fronted bars that lined the boardwalk, then wait for someone to cross the line out the front door with their beer.

            An easy $75 ticket for them to collect, but rather than just issuing tickets, they would arrest the poor bastards and make them bail out first.  99% of them were tourists that had no idea that just because the bar opened out onto the boardwalk, with just a knee-wall separating them, it didn't mean that you could sit on the benches out front or take your cigarette outside.

            Why anybody would want to visit that state, much less live there, is beyond me.

          These guys are pretty clearly at least fudging the truth.  But that is enough for most people to pay the fine and go away.

          Allen is going to have to have his day before a jury.  A private citizen with a good lawyer probably makes this go away.

          Being a state legislator is definitely not going to help him here.  The Stae Attorney is going to have to go through with the prosecution.

      I am not a man, but I believe that it is time for this country to make prostitution safe and legal.

      It is better for the men, better for the women, and better for the communities that don't want prostitutes "cruising" the streets.

      Many countries have done it, done it well, and have reduced the rates of STDs and violence against sex workers.

      What's wrong with that?

      It time to get rid of American puritanism and the hypocrisy that it naturally brings with it.

      The audio has quite a few gems...what's weird is his affect and his verbiage certainly didn't add up...he sounded like a man trying to talk his way out of an arrest...big time.

        but if I were a man, and I had just been busted for this, I would be trying to talk my way out of it too. With all he had to lose, I wouldn't have been surprised if he had tried to bolt or had burst out in tears.

        I mean, come on already, he wasn't hurting anybody, was he?  I hate to see anybody suffer just because they want to have a little consensual sex.  Geez.
